Bio: Karla Windsor, AICP, is a Senior Program Manager with the North Central Texas Council of Governments (NCTCOG), the Metropolitan Planning Organization for the Dallas-Fort Worth region. Karla joined NCTCOG in 2006 and is currently managing the Sustainable Development Program and is responsible for areas that include: transit-oriented development, land use, bicycle and pedestrian programs, and transit mobility operations and planning. Her work includes oversight of programs related to multi-modal funding, sustainable school siting and planning, complete streets, parking and curb management, green infrastructure, economic development, and oversight of the NCTCOG $160M+ sustainable development funding program which includes infrastructure construction, planning studies, and landbanking acquisitions. Karla received her Masters Degree in Public Administration from Florida State University, as well as a Masters in Urban and Regional Planning with an emphasis on Land Use and Growth Management. Before joining NCTCOG, Karla worked as a planner for the City of Tallahassee, Florida with the Blueprint 2000 capital improvement program, for General Growth Properties, and with the City of Lufkin, TX. Karla participates in several professional organizations including the American Planning Association and is a former Director of the Midwest Chapter; Women’s Transportation Seminar of which she has served on the Leadership Team of the Dallas-Fort Worth Chapter; and the Urban Land Institute. Karla serves as the chair of the TxDOT Statewide Bicycle and Pedestrian Advisory Committee. She is a certified planner by the American Institute of Certified Planners.
